Report of Suicidal Man Leads to Three Arrests

A call about a suicidal person led to three arrests in rural Cascade last week. Dubuque County Sheriff’s deputies were called to a home on Steger Road at about 1:00 Friday afternoon. Arriving officers stopped a vehicle trying to leave the area. The driver, 28-year-old Nicole Hicks of Farley, did not have a valid driver’s license and was arrested for Driving While Barred. A passenger in the car, 31-year-old Patrick Carpenter of Ottumwa, reportedly tried to run from the car, but was captured after a short foot chase. Deputies found marijuana, unidentified pills, and about $2,300 in cash in his pockets. About 40 grams of methamphetamine was found in the vehicle. More meth was found on Carpenter after he was taken to the Dubuque County Jail. Carpenter has been charged with Possession of Meth with Intent to Deliver, Possession of Marijuana, and Possession of Contraband in a Correctional Facility. The third person arrested, 35-year-old David Muntz of Dubuque, had an outstanding warrant for violating his parole.
