Small Businesses Emergency Loan Program

Some help is on the way for small businesses in Dubuque County that are being impacted by COVID-19. The board of supervisors has teamed up with E.C.I.A. and the NICC COVID-19 Business Helpline to implement a 20-thousand dollar Emergency Loan Program. The program offers a three year loan of up to 10-thousand dollars. Payments are deferred for the first six months, and then a payback of principal with a one-percent interest rate for the remaining 30 months of the loan. Loans may be used to cover ongoing operating expenses, restocking of supplies and inventory and expenses incurred because of COVID-19 social distancing protocols. To qualify businesses must be located in the county, but outside the city of Dubuque, have 25 or fewer employees, operate out of a brick and mortar location, have been in business for at least two years and have a loss of income because of COVID-19.
