Retail/Apartment Complex Public Hearing

The City Council Monday set a public hearing date of November 18th for a development company that wants to build on land in the Port of Dubuque that would house 187 apartment units and provide space for businesses to locate. Merge Urban Development Group has proposed a mixed-use building, on the corner of Ice Harbor Drive and East 5th Street. It would be an 18-million dollar investment and feature 23,000 square feet of retail space. The development agreement includes the city giving Merge 10 years of tax increment financing, commonly referred to as TIF, and a land acquisition grant. These incentives would bring down the total cost of purchasing the city property from $880,000 to around $400,000. If the project receives city approval construction could start as early as next summer.
