Police: Man Used Stolen Info to Try to Pay Utility Bill

A Dubuque man’s been accused of trying to use another man’s financial information to pay his utility bill. 31-year-old Ryan Davis was arrested on Wednesday afternoon. According to police, they had spoken with Davis last month about an outstanding warrant for his arrest. When they searched Davis, officers reportedly found another man’s driver’s license, passport, credit cards, and personal checks. Davis claimed that he found the items in a dumpster. In reality, they had been reported stolen about two weeks earlier. During their investigation, police found that Davis had tried to use the victim’s bank information to make a payment to Black Hills Energy, but the payment was declined. Davis has been charged with 5th Degree Theft and Identity Theft.
