Officer Sues City Police Department

A Dubuque police officer is suing the department and the city claiming sexual harassment, racism and discrimination. Our coverage partners at KCRG TV say officer Abigail Simon stated in court records that sometime around March 2010 she first complained to Chief Mark Dalsing that police Captain Jim Lembke was discriminating against her because of her gender, but no investigation was ever launched. Simon’s lawsuit mentions numerous allegations of impropriety within the department. Some of the allegations claim that Lembke was spreading rumors that female officers were colluding to get pregnant and that Chief Dalsing “smirked” when Simon reported that same officer to him for making comments about “midget porn” and midget tossing.” Simon’s daughter has “dwarfism.” Court documents say Simon was also passed over for a promotion for another officer that had allegedly been discipline for racist behavior and for using racist vulgarities.
