Mom, Son Both Facing Charges Over Attempted Grocery Store Theft

A Dubuque man has been arrested for trying to steal more than $700 from a local grocery store, and his mother is accused of lying to police to cover for him. Employees at the Dodge Street Hy-Vee reported an attempted shoplifting late Monday morning. Two people had filled a cart with more than $700 in items and left the store without paying for them. The suspects left the cart behind once into the store’s parking lot. One of them, a teenage girl, was taken in to custody by police later that day. The girl’s mother was contacted, and dropped her son off at Hy-Vee to pick up the vehicle the girl had been driving. But the son matched the description of the second suspect. Police used traffic cameras to track him from the store to a nearby parking lot, where the mother had picked him up. When questioned by police, the mom reportedly told officers her daughter had been with a man from the Quad Cities who she described as “bad person.” The son, 24-year-old Royal Broman, has been charged with 3rd Degree Theft, while the mom, 39-year-old Karen Flogel, is facing one count of Being an Accessory After the Fact.
