Manchester Man Killed in Crash on Rural Delaware County Road

One person was killed in a car crash at the intersection of two rural roads in Delaware County on Tuesday morning. The crash happened at about 11:15 AM at the intersection of 255th Street and 190th Avenue, about 3.5 miles south of Manchester. Iowa State Patrol reports that 51-year-old James Koopman of Manchester was pronounced dead at the scene. Troopers say Koopman was headed west on 255th Street. When he reached the intersection with 190th Avenue, he ran a stop sign and was hit by a vehicle driving north on 190th. Koopman was not wearing a seat belt. It’s not clear if the driver of the other vehicle was injured. The State Patrol is continuing to investigate the crash.
