Landlord Placed into “Priority Category”

A third landlord has landed in Dubuque’s priority category for not fixing problems in rental units. The housing community development office has put Scott Neuwoehner in this category which the city created to respond quickly to problem landlords and their properties. Neuwoehner owns 28 buildings consisting of 43 units. Property owners end up in this category if they receive three or more citations in a 12 month period. So far the city believes this approach is helping to address problem landlords and properties. Housing Department Director Alexis Steger tells our coverage partners at KCRG TV that she thinks the priority category is working. Community activist Lynn Sutton has seen some of the landlord’s apartments first-hand. She believes the city is finally putting the spotlight on poor landlords after years of neglect. The city has thousands of landlords and just three are in the priority category. Neuwoehner is set to appeal his priority category designation at a housing board of appeals meeting this afternoon.
