Hud Lead/Healthy Homes Grants

The East Central Intergovernmental Association based in Dubuque has been awarded a grant for nearly $3,000,000 from the federal government for its’ Lead Based Paint Hazardous Control program and $300,000 in Healthy Homes Supplemental funding. Both programs identify and clean up housing-based health hazards like lead, mold, electrical hazards, and pet issues. Mark Schneider, Community Development Director at ECIA says over the next three-and-a-half years beginning in December they’ll address lead hazards in 120 income qualifying properties with children six years of age or younger throughout Dubuque County. Properties must be built in 1977 or earlier. Qualifying units can be homeowners or rental properties, but the tenants must meet the income restrictions. The Healthy Homes funding will address water related hazards. Schneider says right now their objective is to get the word out to the public about the programs. If you live in Dubuque County with a family of two and your gross income is under $52,000 per year you would be eligible for the programs. On average a property would be awarded $15,000 for lead hazards and $2,500 for health and safety deficiencies.
