Former Dubuque Teen Gets Probation

A former Dubuque teenager avoided prison time after he pleaded guilty to several assault related charges, which included a felony. 18 year old Rickey Carter, who now resides in Waterloo recently pleaded guilty to two counts of participating in a riot, one felony count of assault, fifth degree theft, fifth degree criminal mischief and interference with official acts. Carter was given three two-year suspended jail sentences, and two years of probation. Police records say Carter was part of a group of people who pulled another teen out of a house last May and assaulted him. About a week-and-half later police say Carter assaulted a girl inside a car in Flora Park fracturing the girl’s skull. In June he was involved in a street brawl in the 500 block of East 22nd. On the theft charges Carter received a deferred judgment, but was sentenced to 30 days in jail on the criminal mischief charge.
