Finkenauer Becomes First of New Congressional Class to Pass Legislation

While much has been made about all of the new members of Congress who took office earlier this month, the first of them to get a bill passed represents the Dubuque area. Dubuque Democrat Abby Finkenauer became the first of the new freshman class to have a bill approved by the House this week. The measure, called the “Stimulating Innovation through Procurement Act of 2019” aims to open up the government contract bidding process to businesses in rural communities. In a speech about the bill on the House floor, Finkenauer says it’s all too common for those contracts to go to businesses in urban, coastal areas. Finkenauer says the bill is aimed at creating a level competition between the companies vying for government contracts and research grants. Finkenauer believes that if more of these government deals go to rural communities, it will help keep and develop a talented workforce. The bill was co-sponsored by Republican Congressman John Curtis of Utah.
