Dubuque Woman Sentenced To Federal Prison

A Dubuque woman will be spending the next four years in federal prison, after pleading guilty to aiding and abetting in the distribution of a controlled substance that led to one person’s death. Prosecutors say 23 year old Jacqueline Birch,her boyfriend and another person, whose name does not appear in court documents, went to a residence in Dubuque in May of 2019, and bought heroin. The three then went to a hotel and used the drugs. The unnamed person then began to overdose, but Birch and her boyfriend did not immediately call 911, although Birch occasionally administered CPR.  The person never regain consciousness. They finally called 911, but removed drug paraphernalia from the hotel room before police arrived. When they did arrive, the pair gave officers false information about what had happened to the person, who was pronounced dead at the scene. Her boyfriend was sentenced to 21 months in prison earlier this year, and another man who was connected to the death by providing illegal substances to three people who died from overdoses, has pleaded guilty. 39 year old Travis Jones of Dubuque faces between 20 years to life when he is sentenced.
