Dubuque Police Arrest Investigation

Following the distribution of videos on social media, the Dubuque Police Department initiated an internal investigation into an arrest made at around 9:30 pm on Friday, on E. 16th Street. 41-year old Yoosuf Moment of Dubuque was pulled over by officers for allegedly operating a vehicle without license plates and driving while barred. When told he was going to be arrested, Moment allegedly resisted, resulting in officers using pepper spray. Moment then displayed signs of a seizure and was hospitalized via ambulance and treated then released back into police custody. Moment was cited for driving while barred and interference with official acts. A juvenile male traveling with Moment in his vehicle was also cited with interference with official acts and possession of marijuana. Both were released from Dubuque County Jail. Police are still investigating the incident, including reviewing all available video evidence. The process for such investigations is designed to respond appropriately to allegations of misconduct by the department or its employees.
