Dubuque Man Pleads Guilty In Fatal Overdose Case

A Dubuque man has pleaded guilty to selling drugs that led to the death of a woman in Dubuque last summer. 29 year old Carl Watkins pled guilty in federal court in Cedar Rapids to distribution of controlled substances resulting in death. Prosecutors say in August of 2019, Watkins received a call and a text from a woman looking to buy heroin. He then met up with the woman and her boyfriend in the 700 block of Wilson Avenue, where Watkins sold her drugs. The woman took the mixture home, used it and was later found by her boyfriend unconscious and not breathing. EMS crews arrived but were unable to revive the woman who was pronounced dead at the scene. An autopsy revealed that the woman had fentanyl and analogue in her system. The day after the woman’s death the Dubuque Drug Task Force set up a meeting with Watkins on Wilson Street to buy heroin from him. He was placed under arrest. At the time he was carrying a baggie containing drugs. When he is sentenced, Watkins faces between 20 years and life in prison and a one million dollar fine.
