Dubuque Man Faces Federal Charge In OD Death

A Dubuque man who was facing state charges in connection with a woman’s drug overdose death is now looking at a federal charge in connection with the same case. 29 year old Carl Watkins is charged with one felony count of possession with intent to deliver a controlled substance in U.S. District Court in Cedar Rapids. Two state charges have been dismissed. On the night of August 5th, police responded to an apartment in the 3700 block of Pennsylvania Avenue. Once inside they found 26 year old Cayla Mutert dead from an apparent drug overdose. Investigators then spoke with Mutert’s boyfriend who told them he had driven her to an area where they picked up Watkins, who goes by the nickname “Country.” Police used Mutert’s cell phone to connect her with Watkins. The two seemed to be talking about heroin in coded text messages. Investigators then set up a sting and arrested Watkins the following day. He admitted to selling other illegal drugs but not heroin.
