Dubuque Landlord’s Appeal Denied

A Dubuque landlord’s appeal to have his properties removed from a “priority category” has been denied. The Dubuque Housing Board of Appeals yesterday upheld Scott Neuworhner’s priority category designation. It was created by the city to respond quickly to problem landlords and their properties. Neuwoehner appeared before the board and provided documentation that showed the infractions have been resolved and the 28 properties he owns should not be in the priority category. But the board denied his appeal. The Housing and Community Development Department placed Neuwoehner’s properties in the priority category after he received 3 citations within a 12 month period. Neuwoehner’s properties will be inspected every year for the next two years. He is the third landlord in Dubuque to have their properties placed in the priority category.
