City Council Mobile Home Vouchers

The Dubuque City Council Monday night voted unanimously to allow Housing Choice Vouchers to be used on manufactured homes in an attempt to help the residents of a Dubuque mobile home park. During the public comment portion of the meeting several residents of the Table Mound Mobile Home Park spoke out against what they call predatory practices. Carrie Presley, president of the Table Mound Neighborhood Association, said since Impact Communities bought the park two years ago expenses to live there have soared. First Ward Councilman, Brett Shaw, says he fully supported the motion to allow the vouchers to be used on mobile homes. At-large councilman Ric Jones, said at least the vouchers could offer residents some stability during a tough time. If a mobile homeowner now receives a voucher, they could use it toward lot rent or paying off the home, although there is no guarantee that a landlord, including Impact Communities, will accept them.
